Changes in waste permitting: What operators need to know
Waste Permitting in England is undergoing significant changes – the Environment Agency (EA) has introduced a series of new Standard Rules (SR) permits designed to enhance environmental protections and streamline the regulatory processes. This change has resulted in the EA issuing 8 new permits after consolidating 28 SR permits.
Recently released RPS 331 has extended the 3 month transition deadline to apply for a bespoke permit where operators do not meet the new SR permits to 27 June 2025.

Complying with the new SR permits
For operators with a SR permit, we recommend the following steps:
Review your current SR permit: if you hold one of the SR permits noted, it is imperative that you check it complies with the new SR permit. Operators whose operations do not fit within the new SR permits are required to submit a bespoke permit variation by 27 June 2025.
Engage early: If your existing SR permit does not comply with the new SR permits and you require a bespoke permit, start the process NOW to ensure preparation and submission of your application for 27 June deadline.

Activities are to be undertaken in accordance with appropriate measures
Along with the streamlining of available SR permits, a permit condition now requires that the activities are undertaken in accordance with specified sections of Non-hazardous and inert waste: appropriate measures for permitted facilities – Guidance – GOV.UK and detailed within the updated risk assessment guidance is that all appropriate measures shall be followed and documented in the management system and, if required, an emissions management plan must be submitted and a risk assessment review undertaken.
