Approach and Delivery

Arthian were engaged to support the environmental compliance of a new-build pulp mill near Paso de los Toros — at the time, the largest facility of its kind in the world.

Producing over two million tonnes of eucalyptus pulp annually and generating 6% of Uruguay’s electricity, the site’s complex operations required a detailed review against Best Available Techniques (BAT) standards.

To secure operational approval, a comprehensive assessment was needed in line with the relevant BAT reference (Bref) documents, in collaboration with site representatives and the Uruguayan environmental regulator, DINACEA.

Project Outcomes

Arthian carried out a detailed, multi-week audit of the site’s processes, assessing compliance against applicable BAT requirements.

Working closely with both site teams and DINACEA, we identified necessary corrective actions and supported their implementation, ensuring the facility met regulatory expectations.

Our extensive experience in environmental regulation, BAT principles, and auditing was key to achieving approval for the site to commence operations.
