We can undertake a Habitats Regulation Assessment (HRA) for your development if it has the potential to impact a European Protected Site, such as a Special Protection Area (SPA) or Special Area of Conservation (SAC). Potential impacts differ greatly depending on the nature of the project (for example: overhead line, renewable projects, residential housing).
We have particular expertise in carrying out HRAs in relation to Special Protection Areas designated for wintering birds, waterfowl and breeding raptors, waders and divers.
If a development has the potential to impact upon a European protected site, a Habitats Regulations Assessment (HRA) is required to determine if there will be an adverse effect on a European protected site. A HRA has to be carried out by a competent public body, for example the local planning authority however usually environmental consultants collate the information required to support the process.
The EU Council Directive 92/43/EEC on the Conservation of Natural Habitats and of Wild Fauna and Flora (“The Habitats Directive”), was set up to secure legal protection for habitats and species of European importance. Articles 3 to 9 require the EU member states to protect habitats and species through the establishment and conservation of an EU-wide network of sites. This network is known as Natura 2000 sites: a European ecological network of special areas of importance for nature conservation, composed of sites hosting rare and vulnerable habitats and species. This network allows for the maintenance of the natural habitat types and the species they support.
